Physics 152: Introductory Physics II
Text: Chabay and Sherwood, Matter and Interactions (volume 2): Electric and Magnetic Fields. This book appears to have different ISBNs for the same edition; mine is 0-471-44255-0, Amazon's website appears to have the same book with 0-471-66327-1. What you want to avoid is the pre-2002 edition (which was titled Electric and Magnetic Fields and had a blue cover, not Matter and Interactions which has an orange cover). You will not need the desktop experiment kit.
Errata for the text - this has been updated since our courses started and there's half a sentence missing in Chapter 19 that's provided here. Text supplements for students. Note the text supplements include a couple of free software programs that may be helpful. I also recommend free software for Unit E on this webpage. There may be additional programs here.
